A registered member of Overseas Pakistanis Foundation who becomes disabled is eligible to apply for bila sood qarz from OPF. The applicant will have to prove his disability by providing a disability certificate from Surgeon/Specialists. The applicant should not have a substantive income and should be regarded as a destitute.

A disabled overseas Pakistani can apply for loan within three years of occurrence of disability. In case the disability occurs abroad, three years period will start from the date of occurrence and if the disability occurs in Pakistan, three years period will start from the date of return to Pakistan.

After approval of loan by the competent authority the payment of loan is made in two equal installments. 1st installment (50% of the approved loan) is released only after receiving one personal guarantee of an officer of any Government, semi Government, Autonomous and Semi Autonomous bodies working in NPS-17 and above or local public representative. 2nd and final installment is released after satisfactory report of visiting officer.
